The DUTML has recently published a Constitution, which is considered additional to the laws of the DUTML, which have not been published. It is full of squiggles, which were PM Frit's idea to make it look pretty and have been removed to avoid it confusing the Wiki pages, and has not been published on the main CYOC because it's rather too long.

The Constitution of the Democratic Union of Timor and Miscellaneous Locations.[]

Section A: Land and Allies. []

Article 1: The terms set out in this Constitution are to be in taken in good faith and in the meaning originally intended, regardless of typographic errors, mis-translations, or scary bunnies glaring at you.

Article 2: The area defined as the land of the Democratic Union of Timor and Miscellaneous Locations is to be taken as Eastern Timor, Western Timor, Melville Island, Tasmania, the area of Thailand between the cities of Trang and Sutan, Papua New Guinea, an undefined part of Hungary (see the Permanent Communicator to the Glorious Kingdom of the House for more details), Croatia, Ghana, the Cape Verde Islands, a small cloud of galactic dust in an undisclosed location and a large lump of wasteland in the approximate vicinity of the aforementioned cloud of galactic dust.

Article 3: The allies of the Democratic Union of Timor and Miscellaneous Locations are to be taken as the Glorious Kingdom of the House, Ahk-Na-Gahk, Juton, Reach, Nera, Atlantis and the Chadian State of the Djinnaken Empire. They are to be permitted unlimited military access to the land of the Democratic Union of Timor and Miscellaneous Locations and reduced import tax.

Article 3.1: Military access is to be revoked/limited if deemed necessary by an official vote.

Article 4: Former allies of the Democratic Union of Timor and Miscellaneous Locations are to be taken as Ancient Greece and Ariadne. They are to be permitted limited military access to the land of the Democratic Union of Timor and Miscellaneous Locations and reduced import tax unless otherwise stated.

Article 4.1: Military access is to be revoked/limited if deemed necessary by an official vote.

Article 5: Trading partners of the Democratic Union of Timor and Miscellaneous Locations are to be permitted reduced import tax and one automatic ‘aye’ vote for requests for military access.

Article 6: Annoyances to the Democratic Union of Timor and Miscellaneous Locations are to be taken as Ancient Greece, Sky and Pacem. Imports from these countries are to be heavily taxed and two automatic ‘nay’ votes are to be applied for requests for military access.

Article 7: Any attempts to conquer, convert or otherwise seek to gain the land of the Democratic Union of Timor and Miscellaneous Locations on the part of other countries is to be treated as an act of war.

Article 7.1: Article 7 is to be ignored in the event that the country seeking to gain the land of the Democratic Union of Timor and Miscellaneous Locations is the Index Kingdom, Cyberain, Djinnaken, the Neros-Pwnage Empire, New Jamaica, the Union of Communist Nations, Nera, Nutsenea, the Chadian State of the Djinnaken Empire or New Belozay.

Article 7.1.1: Article 7.1 is to be ignored in the event that it is expected that allies of the Democratic Union of Timor and Miscellaneous Locations will be able to remove the attacking country.

Article 7.2: Article 7 is to be ignored in the event that it is otherwise a bad idea to defend the land claim being contested for reasons not covered in Article 7.1.

Section B: Technology. []

Article 8: The technology referred to under the terms ‘shield,’ ‘ICTOAN,’ ‘PSEEC’ or ‘TEERACF’ is to be taken as the shield hexagons produced as a primary means of defence.

Article 9: The technology referred to under the term ‘Night’ is to be taken as the sentient beings powered by ICTOAN fields, regardless of what type it is.

Article 10: The technology referred to under the term ‘Amorph’ is to be taken as the vegetative sludge beings, no matter whether they are used as temporary shelters or offensive technology.

Article 11: The technology referred to under the term ‘Rupture’ is to be taken as any form of antimatter weaponry.

Article 12: The technology referred to under the term ‘Vorpal’ is to be taken as teleportation technology.

Article 12-and-a-half: The technology referred to under the term ‘watcher’ is to be taken as any spaceworthy craft of the Democratic Union of Timor and Miscellaneous Locations.

Article 14: The technology referred to under the term ‘Outdated Technology’ is to be taken as anything not covered by the previous 6 articles.

Section C: Alert Levels. []

Article 15: The following states are to be defined as official. Changes up or down one state can be passed by any two Parliamentary Members at any time. Changes up or down more than one state can only be passed unofficially once every week per Parliamentary Member. Changes greater than this, or changes to an unofficial state, must be passed in an official vote.

Article 15.1: Blue Alert Level is to be defined as extreme boredom. No Nights or Amorphs are to be readied, aside from Structural Amorphs.

Article 15.2: Cyan Alert Level is to be defined as when nothing particular is happening, but not yet extreme boredom. Nights to be readied are 20 Amphibian and 2 Equine. Amorphs to be readied are 10 Green and all Structural.

Article 15.3: Green Alert Level is to be defined as when something interesting is happening that does not involve the Democratic Union of Timor and Miscellaneous Locations. Nights to be readied are 50 Amphibian, 5 Equine and 2 Griffin. Amorphs to be readied are 20 Green and all Structural.

Article 15.4: Olive Alert Level is to be defined as when the Democratic Union of Timor and Miscellaneous Locations is attacking a minor country that is unable to retaliate. This is also known as ‘Qpp Alert’ or ‘Brian Alert.’ Nights to be readied depend on the location of the country; for Earth-based countries are 200 Amphibian, 20 Equine, 5 Griffin, 5 Bipedal, 5 Kelpie and 2 Command, for countries on other planets are 150 Griffin, 150 Healer and 2 Command. 5 Amorph Transporters are to be readied. 100 Green Amorphs, 10 Orange Amorphs, 10 Blue Amorphs, 1 Purple Amorph and all Structural Amorphs are to be readied.

Article 15.5: Yellow Alert Level is to be defined as when the Democratic Union of Timor and Miscellaneous Locations is close to being in a state of war. Borders are to be closed to outgoing citizens of the Democratic Union of Timor and Miscellaneous Locations. Borders remain open to outgoing citizens from other countries, and watchers are to be used to transport citizens of allied countries back to the nearest allied Earth land, or failing that the nearest neutral Earth land. Nights to be readied are 500 Amphibian, 100 Equine, 70 Griffin, 70 Kelpie, 70 Bipedal, 50 Command and 5 Healer. Amorphs to be readied are 750 Green, 100 Orange, 100 Blue, 25 Purple, 5 Silver and all Structural. 500 watchers are to be readied.

Article 15.6: Gold Alert Level is to be defined as when the Democratic Union of Timor and Miscellaneous Locations is in a state of war. Minimum Nights readied at any one point are 1000 Amphibian, 500 Equine and varieties, 100 Command and 250 Healer. Minimum Amorphs readied at any one point are 2000 Green, 500 Orange, 500 Blue, 100 Purple, 50 Silver and all Structural. 1000 watchers are to be readied, and shields are to be raised, with points at border checkpoints to permit egress of citizens of other countries. Apart from this, borders are to be closed aside from to aid troop movement.

Article 15.7: Amber Alert Level is to be defined as when the Democratic Union of Timor and Miscellaneous Locations is directly combating an enemy force. Minimum Nights readied at any one point are 2000 Amphibian, 1000 Equine and varieties, 200 Command and 500 Healer. Minimum Amorphs readied at any one point are 4000 Green, 1000 Orange, 1000 Blue, 200 Purple, 100 Silver and all Structural. 1500 watchers are to be readied, and shields are to be raised as set out in Article 15.6.

Article 15.8: Orange Alert Level is to be defined as when an enemy force is directly besieging the borders of the Democratic Union of Timor and Miscellaneous Locations. Minimum Nights readied at any one point are 4000 Amphibian, 2000 Equine and varieties, 400 Command and 1000 Healer. Minimum Amorphs readied at any one point are 7000 Green, 3000 Orange, 3000 Blue, 400 Purple, 500 Silver and all Structural. 1500 watchers are to be readied and shields are to be completely raised at the highest setting.

Article 15.9: Red Alert Level is to be defined as when an enemy force has breached the borders of the Democratic Union of Timor and Miscellaneous Locations. Minimum Nights readied at any one point are 10,000 Amphibian, 5000 Equine and varieties, 1000 Command and 3000 Healer. Minimum Amorphs readied at any one point are 15000 Green, 7000 Orange, 7000 Blue, 1000 Purple, 1500 Silver and all Structural. 1500 watchers are to be readied and every shield that we have in stock is to be completely raised at the highest setting. Anyone vaguely important, or who happens to be in the right place at the right time, are to be Vorpalled into a self-sufficient bunker in an undisclosed location.

Article 16: In the event of war between the Democratic Union of Timor and any of the following: The Index Kingdom, Cyberain, Djinnaken, the Neros-Pwnage Empire, New Jamaica, the Union of Communist Nations or Nera, all shields, Nights, Watchers, Amorphs and anything else we can think of are to be deactivated and everyone runs away. The theme tune from the movie Titanic is to be played in all buildings and on all radio channels originating from the Democratic Union of Timor and Miscellaneous Locations.

Section D: Votes and laws. []

Article 17: This Constitution is considered additional to the laws of the Democratic Union of Timor and Miscellaneous Locations. In cases where the two conflict, the laws are to be taken in precedence.

Article 18: At any time this Constitution may be amended by an official vote.

Article 19: At any time the laws of the Democratic Union of Timor and Miscellaneous Locations may be amended by an official vote.

Article 20: Requests from other countries may only be accepted, denied or amended by an official vote.

Article 21: An official vote is defined as one made in the session of the Parliament of the Democratic Union of Timor and Miscellaneous Locations. Any Parliamentary Member may vote, and once voting has ended the majority verdict wins. In cases of ties, the Prime Minister of the Democratic Union of Timor and Miscellaneous Locations receives an extra vote.

Article 21.1: An unofficial vote may be made at any time between meetings of the Parliament of the Democratic Union of Timor and Miscellaneous Locations. This requires two Parliamentary Members and may be made at any time, including over cups of tea and coffee, but not over cans of Colar-Cokar. Unofficial votes are submitted to the Prime Minister of the Democratic Union of Timor and Miscellaneous Locations, who has the power to either accept or reject them. If accepted, the motion or article immediately become official.

Article 22: If the Democratic Union of Timor and Miscellaneous Locations is at Alert Level Gold or above, the Prime Minister of the Democratic Union of Timor and Miscellaneous Locations may pass amendments to this Constitution, alter the laws of the Democratic Union of Timor and Miscellaneous Locations, reply to requests from other countries and generally do anything else he wants without needing an official vote.

Section E: Miscellaneous Articles. []

Article 23: There is to be an article in this Constitution about ice-cream. Here it is.

Article 24: Technology may only be given to other countries by an official vote.

Article 24.1: Article 24 is to be ignored if an alliance is present between the Democratic Union of Timor and Miscellaneous Locations and the country receiving the technology, or if the country is less than 50 years younger than the Democratic Union of Timor and Miscellaneous Locations.

Section F: Additional Articles. []

Article 25: Ancient Greece is to be designated an official annoyance to the Democratic Union of Timor and Miscellaneous Locations for making the atmosphere radioactive.

Article 26: The Glorious Kingdom of the House is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 27: Article 25 is to be revoked and Ancient Greece returned to neutral status as they are no longer annoying.

Article 28: The Giran Empire is to be designated target practice to the army of the Democratic Union of Timor and Miscellaneous Locations.

Article 29: Article 28 is to be revoked as the Giran Empire no longer exists.

Article 30: A Free Trade Agreement is to be established between the Chadian State of the Djinnaken Empire and the Democractic Union of Timor and Miscellaneous Locations.

Article 31: Melville Island is to be added to the land of the Democractic Union of Timor and Miscellaneous Locations.

Article 32: The Democratic Union of Timor is to be renamed the Democractic Union of Timor and Surrounding Locations. All articles in the Constitution are to be updated with this fact.

Article 33: Tasmania is to be added to the land of the Democractic Union of Timor and Miscellaneous Locations.

Article 34: Tasmania is to be removed from the land of the Democractic Union of Timor and Miscellaneous Locations.

Article 34.1: In accordance with Article 34, Article 33 is to be revoked.

Article 35: Tasmania is to be re-added to the land of the Democractic Union of Timor and Miscellaneous Locations.

Article 35.1: In accordance with Article 35, Article 34 is to be revoked.

Article 36: The Democratic Union of Timor and Surrounding Locations is to be renamed the Democractic Union of Timor and Miscellaneous Locations. All articles in the Constitution are to be updated with this fact.

Article 37: Ancient Greece is to be re-designated an official annoyance to the Democratic Union of Timor and Miscellaneous Locations as it is being annoying again.

Article 38: The area of Thailand between the cities of Trang and Sutan is to be added to the land of the Democractic Union of Timor and Miscellaneous Locations.

Article 39: The New Cabbage Empire is to be designated target practice to the army of the Democratic Union of Timor and Miscellaneous Locations.

Article 40: Ancient Greece is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations for peacekeeping purposes.

Article 40.1: In accordance with Article 40, Article 37 is to be revoked.

Article 41: New Belozay is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 42: A small cloud of galactic dust in an undisclosed location is to be added to the land of the Democractic Union of Timor and Miscellaneous Locations.

Article 43: Juton is to be designated a trading partner to the Democratic Union of Timor and Miscellaneous Locations.

Article 44: Ahk-Na-Gahk is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 45: An undefined part of Hungary (see the Permanent Communicator to the Glorious Kingdom of the House for more details) is to be added to the land of the Democractic Union of Timor and Miscellaneous Locations.

Article 46: *ink stain* is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 47: Croatia is to be added to the land of the Democractic Union of Timor and Miscellaneous Locations, shared with the Glorious Kingdom of the House.

Article 48: Ancient Greece is to be re-re-designated an official annoyance to the Democratic Union of Timor and Miscellaneous Locations for an unprovoked attack on the Ottoman Empire.

Article 48.1: In accordance with Article 48, Article 40 is to be revoked.

Article 49: Ariadne is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 50: Juton is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 50.1: In accordance with Article 50, Article 43 is to be revoked.

Article 51: Ancient Greece is to be un-designated an official annoyance to the Democratic Union of Timor and Miscellaneous Locations as it no longer exists

Article 51.1: In accordance with Article 51, Article 48 is to be revoked.

Article 52: Reach is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 53: Article 49 is to be revoked due to recent events of ‘exploding planet.’

Article 54: Nera is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 55: Kenya is to be added to the land of the Democratic Union of Timor and Miscellaneous Locations.

Article 56: Atlantis is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 57: Kenya is to be traded to the Chadian State of the Djinnaken Empire in exchange for Ghana and some technology.

Article 57.1: In accordance with Article 57, Kenya is to be removed from the land of the Democratic Union of Timor and Miscellaneous Locations.

Article 57.2: In accordance with Article 57, Ghana is to be added to the land of the Democratic Union of Timor and Miscellaneous Locations.

Article 58: Pacem is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 59: Hermes is to be designated an official annoyance to the Democratic Union of Timor and Miscellaneous Locations.

Article 60: Article 59 is to be revoked as the country is a wasteland of poisoned water and dead fish.

Article 61: Sky is to be designated an official annoyance to the Democratic Union of Timor and Miscellaneous Locations.

Article 62: A large lump of wasteland in the vicinity of the cloud of galactic dust is to be added to the land of the Democratic Union of Timor and Miscellaneous Locations.

Article 63: Any official private messages shall be compressed and evaporated by TEERACF fields once they have been read and responded to.

Article 63.1: Article 63 is to be ignored in the event that the sender of the message asks something else to be done with it.

Article 63.1.1: Article 63.1 is to be ignored in the event that the sender of the message asks that something is done with the message that could jeopardise the security of the Democratic Union of Timor and Miscellaneous Locations.

Article 64: The alliance between the Democratic Union of Timor and Miscellaneous Locations and Pacem is to be given a black mark for their murder of peaceful protestors.

Article 65: June 30th is to be designated as Paint War Day.

Article 66: All countries that establish friendly communications with the Democratic Union of Timor and Miscellaneous Locations are to have a watcher dispatched to defend them until they are capable of defending themselves or they ask it to leave.
Article 66.1: At the same time as Article 66 is fulfilled the watcher shall also activate Operation Atomic Memory.

Article 67: The Democratic Union of Timor and Miscellaneous Locations is to become a Royal State of the Index Kingdom.

Article 68: The alliance between the Democratic Union of Timor and Miscellaneous Locations and Pacem is to be given a black mark for their murder of innocent Vornonians who were trying to help save the lives of Pacemian civilians.

Article 69: The alliance between the Democratic Union of Timor and Miscellaneous Locations and Pacem is to be given a black mark owing to the discovery that they attempted to acquire nuclear weaponry under the pretext of experimentation, when their actual plan was to attack another country.

Article 70: The alliance between the Democratic Union of Timor and Miscellaneous Locations and Pacem is to be removed due to the accumulation of three black marks on the alliance.

Article 70.1: In accordance with Article 70, Article 58 is to be revoked.

Article 71: The Chadian State of the Djinnaken Empire is to be designated an official ally to the Democratic Union of Timor and Miscellaneous Locations.

Article 71.1: In accordance with Article 71, Article 30 is to be revoked.

Article 72: Pacem is to be designated an official annoyance to the Democratic Union of Timor and Miscellaneous Locations due to them putting earthquakes all over the place.

Article 73: Any personnel originating from countries at war with the Democratic Union of Timor and Miscellaneous Locations may at any point surrender to the forces of the Democratic Union of Timor and Miscellaneous Locations if they a) do not carry/have discarded all weaponry and b) consent to be formally arrested. Once formally arrested, they are to be accorded all the rights of prisoners of the Democratic Union of Timor and Miscellaneous Locations.

Provisional Article 74: Owing to the discovery that Atlantis has laws preventing the freedom of information and the freedom of speech, the alliance between Atlantis and the DUTML is to be broken and all diplomatic ties severed.

Article 75: Pacem is to be un-designated an official annoyance to the Democratic Union of Timor and Miscellaneous Locations as New Jamaica has given them another chance.

Article 75.1: In accordance with Article 75, Article 72 is to be revoked.
